MINUTES - D.R.Y.L. Meeting hosted by Red Dragon Canoe Club

April 7, 2009

 

OPENING: Meeting called to order @ 8:03pm. President Paul Jusino introduced Commodore Susan French who thanked everyone for coming.

GUEST SPEAKER: Rich Brown, who is the boating education coordinator for the NJ State Police, Marine Services Bureau, spoke about enforcing recreational boating activities on Delaware River and education on boating safety. Mandatory boating education in NJ started in 1988. First changes in the laws occurred in 1996 that changed the minimum age certificates were required and brought up to date with things like jet skis. July 1, 1997 age restrictions began for boaters and all PWC operators must have certification by June 1, 2009. Everyone in NJ must have certificate. Out of state residents must have some type of boating safety certificate or written proof of an approved course to boat in NJ waters (applies for 90 days or less – over 90 days boating in NJ requires NJ approved certificate). Delaware River is considered a “common highway” so NJ residents need to follow NJ rules and PA residents should follow PA rules. NJ tributaries are NJ waters. Boating safety manuals were distributed. OFFICERS & COMMITTEE REPORTS

President: Juice thanked the clubs where he and Mary attended events. Opening Days will be on website with dates and times. Juice received request from Greenwich YC to rejoin DRYL. Applications will be sent. Juice attended NBF meeting this past week.

3rd Vice President: Steve Zielinski – no report.

Secretary: Rick Patton – no report.

Audit & Budget: Bill Branchide – no report.

Banquet: Mary Jusino – no report

Cruise: Bob Grace – 2009 cruise will be July 11 – 18. $50 deposit is required. 15 boat limit. Applications are available. Itinerary is set and details are on website.

Donations – no requests.

Fleet Surgeon: Harry Borgersen – Despite it being the end of winter, the flu is still out there.

NJ Legislation: John Honer – no report.


Pageant: Toni Nespola – Introduced new Yapewi princess, Katie, who handed out information packets for 2009 pageant and activity books for princesses. Pagaent will be Saturday, August 8th at Seaport Museum. Applications are due with $150 application fee at the next meeting. Call Toni with questions. First pageant meeting will be on May 17, 2009 at 2pm – location to be determined. Commodores and Fleet Captains are required to attend. Second meeting which is the public speaking seminar will be on Wednesday, June 3rd at Pennsylvania YC at 7pm. Commodores are welcome to attend, but not required. Toni has crown and dress code requirements available. All remaining information will be available next month. Theme to be determined.

Picnic: Marie Houseworth – Picnic will be September 12th from 12-6pm at West End YC hosted by West End and Riverwinds. All ticket information and prices will be available next month as well as activities list and volunteer sign up sheets.

Public Affairs: Bill Garwood – no report.

Regatta: Fred Saunders – no report.

Safe Boating: Frank Gilbert – Information was distributed on Rules of the Road and 10 Tips to Avoid Weather Related Problems.

Shoreline Planning: Joe Campbell – no report.

Webmaster: Paul Jusino/Ben Lewitt – Ben reported there are new items on the website. Check it out.

Yearbook: Denise Leo – Juice reported that the yearbook is on target for delivery at the May meeting.

Boater Voter: Joe Campbell – no report.

CBYCA: Bob Williams – John Garlotta mentioned the next meeting will be Saturday April 18th at Northeast YC.

National Boating Federation (NBF): Bob Williams – no report.

Pennsylvania Boating Association - SE (PBA): Bill Garwood – Next meeting is Wednesday, May 20th at West End YC at 8pm. He also mentioned Delaware River Day (formerly Safe Boating Day) will be held at Penn’s Landing on Sunday,May 24th from 12-6pm. PBA statewide meeting at Philadelphia Navy Base. More information at the next meeting.

 

UNFINISHED BUSINESS

FINANCIAL REPORTS

Checkbook opening balance for April was $14,127.49. Mike Kovacs reported income of $563.00 while Phyllis Blackeby reported disbursements of $124.08, plus $100 for stop payment of check #1837 less $31.00 fee resulting in a checkbook closing balance of $14,635.41. A motion was made, seconded and approved to pay the bills.

GOOD AND WELFARE

·         Yapewi Opening Day is May 23rd at noon

·         Yapewi is having a “Celebration of Life” ceremony in memory of Sandra Houssell

·         Wissinoming YC has two new delegates: Steve Terrill and Mike Kilcullen

·         Westville Opening day is May 9th

·         Bridesburg Opening Day is May 23rd – 2pm ceremony

·         Delaware River YC Opening Day is May 23rd – 1pm ceremony

·         Bordentown Opening Day is May 2nd – 4:30pm ceremony

·         Bordentown Crabfest is August 22nd from 1-6pm

·         Bordentown Cruise Night is the 2nd Wednesday of each month

·         Anchor YC Opening day is May 2nd – ceremony at 2pm

·         Quaker City YC Lottery Fundraiser – tickets are available

·         Neshaminy Harbor Opening Day is June 6th – information on website

·         West End Opening Day is May 16th – 1-6pm

·         Ran-Del Opening Day is May 3rd at FSA – ceremony at 1:30pm

·         Red Dragon Canoe club received a letter from Bureau of Tidelands Management asking for a $2500 fee for Riparian rights. If any other clubs receive letters like this, please forward to Commodore French at Red Dragon.

·         Beware…NJ is fining establishments that holds 50/50 drawings. Suggestion made to rename it “attendance return.

·         Attendance return (formerly 50/50) won by Anchor YC - $62
